Pro-TABOR think tank off disclosure hook

By TREVOR MAXWELL, Staff Writer

Wednesday, November 1, 2006

Election 2006 AUGUSTA - The think tank that drafted Question 1 on the state ballot, known as the Taxpayer Bill of Rights, doesn't have to divulge what it has spent on the measure, the state ethics commission ruled on Tuesday.

But members of the Commission on Governmental Ethics and Elections Practices said they will take a closer look at disclosure requirements for groups that are active in campaigns but fall outside the definition of political action committees.
Dan Billings, the center's attorney, said the group has not asked for or received any contributions to influence the outcome of the Taxpayer Bill of Rights referendum.

And he said numerous groups -- nonprofit and otherwise -- influence ballot initiatives and do not file spending reports.
From the article:
"It's on too much of a short turnaround" to make an immediate decision, Ketterer said. "There are other groups that appear to be similarly situated."
Amen to that.

I am grateful that the Ethics Commission has continued to do a good job this season, weeding the viable from the vapid that has come before them. NOBODY will be happier or more relieved on November 8th than those folks.

Portland think tank under scrutiny
By SUSAN M. COVER, Blethen Maine News Service

AUGUSTA --State ethics officials have found that the Maine Heritage Policy Center promoted passage of the Taxpayer Bill of Rights, which requires the group to file a disclosure form if it spent more than $1,500 to influence voters.

The Commission on Governmental Ethics and Election Practices is scheduled to meet today to continue its examination of whether the policy center violated state law by failing to file a form that shows how much time and money it spent advocating for the citizen initiative.

We'll see what Dan does with this:
Lindemann, very much against his own attorney’s advice, had a friend in Colorado send a check for $125 to MHPC, noting both in the cover letter and on the check that it was expressly to support TABOR. Had MHPC done the right thing, it would have returned the check, perhaps suggesting that it be sent to Mary Adams and the pro-TABOR campaign. Instead, Lindemann was amazed when his friend received a form letter from Bill Becker stating, “We are very grateful for this donation, and will use it to advance our mission of promoting The Taxpayer Bill of Rights, a solution that will benefit all Maine people.”
One thing that was mentioned at the State Committee meeting Saturday was that there have been exactly 0 (ZERO) ethics violations found to have been committed by Republicans thus far this election cycle.

This despite how many feeble attempts by the lowly Democrats to smear opponents based on lies and distortions?

Remember Lil' Benny Dudley's $5 contribution scandal? What a pissant!

Lawmakers should clarify political advocacy rules
Tuesday, December 12, 2006 - Bangor Daily News

That the MHPC is not a PAC — as charged in a complaint before the Maine Ethics Commission based on MHPC’s work regarding TABOR — is obvious from a single condition of state law that...demands the center have "as its major purpose advocating the passage.defeat of a ballot question."

We do not often agree with the political positions of the MHPC, but we...respect its members’ right to speak freely on this issue or other[s].

I don't know what I think about being quoted positively in an editorial in the Bangor Daily News.

Hey Dan folks are waiting with bated breath to hear what happen and all you give them is this.

Saw the boss tonight and heard the whole affair. Sat their 5 hours to rind you had been tabled till next week.

Apparently, the other sides lawyers were also pretty belligerent to the commission and Lindeman flew up from Texas for nothing.

Sorry. Not much to report. I am still kind of shocked to have a lawyer accuse my client (or maybe me) of destroying evidence.

Next time there's a referendum, let's all write checks (for at least a buck) to the Maine People's Alliance or Maine Center For Equal Poverty.....and put the name of the referendum in the subject line.

Then WE get to whine and complain when they lose?

How fare do y'all think we'd get?

Right. That's what I thought too!

Ethics panel delays action on complaint

By David Farmer , Staff Writer
Wednesday, December 13, 2006

AUGUSTA - There were fireworks aplenty, but despite the smoke and popping sounds, a scheduled hearing before the state's ethics committee to consider charges against a conservative think tank failed to take off Tuesday.

After dancing around the agenda most of the morning and early afternoon, the Maine Commission on Governmental Ethics and Election Practices was left without time to consider allegations of wrongdoing lodged against The Maine Heritage Policy Center.

Attorney Branson.

Though I guess he may have actually been talking about my client. But in either case, it was unwarranted.

Billings, Esq. is one of the major assets of Maine's GOP.

The complaint was intended to silence the major dissenting voice in Maine's "policy community." Few liberals seem able to conceive of opposition to their policies as motivated by anything other than malicious and evil intentions.

How is it possible for them to believe that they have always been right about everything? That all conservative dissent is invalid because it is conservative? Their minds apparently dwell in Lethe---the Underworld's region of mnemonic oblivion.
